State daycare for the young ones and proper guidance to the older ones. Leaving them to fend without help from the people(Taxes)then these kids will become something uncontrollable in future. The government must act and get every kid in a school until they are 16 atleast. Even if the kid does not learn and go on to get a diploma. He will have life skills.
