Police hunt MISA Zambia chairperson over fraud

Police are investigating officials at Media Institute of Southern Africa (MISA- Zambia) and ZNBC on charges of fraud, falsification and theft of donor money amounting to K70million.

Police spokesman Bonny Kapeso confirmed on Monday that police are investigating  Kabwe for fraud.
This relates to the money given to Media Institute of Southern Africa – MISA Zambia by Save the Children Sweden-Zambia.
The money was meant to carry out a program in December 2009, dubbed EVERY ONE Campaign. The program is a world-wide awareness programs that targets and challenges leaders to bring a difference to the lives of children to help save millions by 2015.
Police were alerted by a whistle –blower when an alert MISA Board Member stopped a fraudulent payment of K9million on 5th February 2010.
Facts of the matter are that in its Memorandum of Understanding (MOU) signed on 24th November 2009 between representatives of MISA (Chanda Mfula) and Save the Children (Petronella Mayeya), MISA was tasked to carry out an awareness program and given a grant of K70million for this purpose.
Investigations revealed that upon receiving this grant, MISA Chairman Henry Kabwe engaged himself and his personal outfit, Media Network on Child Rights and Development (MNRCD) in fraud to siphon out money using illegal means.
In particular, Police are investigating a cheque issued on 2nd December 2009, payable to Zambia National Broadcasting Corporation (ZNBC) but was fraudulently cancelled.
A ZNBC employee was instead paid this amount with a down payment of K19.5million issued to her on 3rd December 2009. Subsequent payments were later paid to her in cash.
Police are investigation MISA Chairperson, Henry Kabwe who is said to have sub-contracted himself to carry out the children’s program without the knowledge of the Board and its management and was paid most of the remainder of the money through his organisation, Media Network on Child Rights and Development (MNCRD).
A payment of K9million which was issued to MNCRD on Friday 5th February was stopped by an alert Board member and this is said to have triggered Police investigations.
Other Police sources confirmed that Kabwe and the ZNBC presenter were being investigated as cases of NGO’s abusing donor funds were on the rampant. Police are also investigating similar allegations from other NGOs.
Police stated that many NGO leaders are involved in corruption, money laundering and fraud as credible institutions are used to obtain money from unsuspecting donors and money is siphoned out by these leaders using bogus companies and fraudulent firms.
Following the enactment of the NGO Bill into law in 2009, government and law enforcement agencies have been given wider powers to prevent abuse of resources by NGOs, from cooperating partners, and help curb the abuse of such resources by NGOs leaders and their employees.

Latest information indicate that MISA has instituted an internal audit to verify the claims and that the MISA board will meet Tuesday to consider chasing Kabwe from the organisation.

ZNBC is also said to be considering disciplinery measurers against Kabwe’s partner at ZNBC.

    You chaps will be ashamed when Henry Kabwe is cleared. The guy is honest to the bone. Lloyd Himaambo, the editor of Zambian Watchdog, was suspended from MISA because he forged signatures for a petition to remove Kabwe from chairperson. Let us not be hypocritical and become MMD cadres

    Just funny!! why is it that only those that are critical over government stance are labeled thieves. Let us be level headed. We seem to be informed in a very accusative manner. Henry may have dealt very unprofessionally,if he has stolen we will know. The story as it stands is empty.One thing we know he is critical of Government move on media bill

    Ms Kabwela was acquitted she is not in the queue..it leaves Zambian Airways, Membe, Nchito especially following the Auditor Generals Report that their loan lacked security documentation this reeks of corruption…looks like the whole nation is rotten who can we trust? But am sure they will say its RB after their lives the most common hymn being sang by all crooks and criminals in this country…

    Ya. This looks serious. Its interesting that while Kabwe has been mentioned the name(s) of the ZNBC Collaborators have been kep a secret. WHY WHY???. They are both in this scam and therefore there is no need to protect other culprits otherwise we shall start thinking Kabwe is being targetted.

    At MISA, more money has been stolen under the lat two Executive Directors. it is refereshing to learn that a board Member now reported the fraud! somenone sneaked to me their 2009 management report from their Auditors! its theft all the way to the Bank. its strange that Donors keep on trusting thses characters!

    ZNBC presenters are known for this notorious work. whoever is involved at ZNBC should be punished severely. we complian about ZNBC shoddy work because of lack of resources, yet employees are busy siphoning out funds due to ZNBC. politics or no politics, Henry Kabwe and his colleagues are pulpable. Money paid to MISA ends up at unkown organisation! money meant for ZNBC end up with an employee? this matter is serious.

    Leading the que is Fred Mmembe, then the rest are Kabwela, Kavindele, Mpombo, at the end of the que is MISA Zambia presido, Kabwe.

    The rapists, thieves and street fighters will have to make their que sometime next year in November 2012.

    Henry Kabwe is the executive director of the media network on children. His vice chaiperson at MISA Felistus Chipako is the chairperson of media network on children. One can easily see the ease with which thefts are conducted. And henry is Bemba, meaning he is a thief by tribe

    Yes, this boy destroyed MISA from the time he took over. He frustrated all credible journalists who made misa tick. Now we know why. He wanted to defraud MISA. How can he be channelling money meant for MISA to his personal thing. Interestingly, MISA vice chaiperson Felistus Chipako is the chairperson of the
    Media Network on Child Rights and Development to which Kabwe is the Executive director. The just swpped positions in the two institutions.

Its time the new NGOs acts started screenig in the fraternity if it has to meaningfully foster integrity by a process of seperating some chuffs from the noble estate of functional democracy.Time for a free reign is over just like Politics has evolved.Democracy can only thrive to the higher heights with accountability across rhe board.

    To this i say I have seen the baseless and legally needless call that President Chiluba should stop exercising his national rights of speech, association and choice in politics. I have waited but in vain for an intelligent and elevated debate from the informed minds I hoped, but none seems to risk the embarrassment of being exposed as blatantly ignorant.

    If there are any smart activists in PF trolling and party structures, i challenge legal scholars, political scientists and informed politicians to technically take us on this misnomer that President Chiluba is in bleach of the constitution of Zambia. Pull and paste here a clause under contention we can debunk on.I see FJT is acting within the frames of the laws of Zambia.Unlike KK who was holding an active political office with aspiration for more, FJT is merely in solidarity with a political candidate.FJT is not a political office aspirant.

    Until Mandela sent his envoy to plead with KK into a public retirement announcement witnessed by South African based Malawian Global Intelligence analyzing Consultant and Reuters official Buchizya Mseteka, KK was in the rank and file active politics of UNIP where he was an office holder. After retiring from active positional rank of UNIP, KK as free citizen he started enjoying his benefits and right of associations, endorsements and campaigns.

    With freedom in 2001 KK endorsed Mazoka and Dr.Nevers Mumba for Presidency two candidates he openly campaigned for on political podiums. In 2006, he endorsed HH under UDA and declared at Mazoka’s funeral that anyone who could not endorse HH’s bid was being unZambian. On the other hand, FJT was busy building and PF on Luapula, Luapula and Northern then endorsing Sata in the 2006 elections.

    Between 2003 and 2007, we openly saw FJT building, selling and endorsing PF around the country. In 2005-2006 he frequented and as a tolerated most effective ever Zambian magnetizing grassroot mobilizer, he went into Chingola, Kitwe, Ndola and Luanshya openly campaigning for Sata. The sore losers rambling in vanity today did not cry foul until FJT has again exercised his right of choice again this time on RB. Law jurisdictions are usually predicated on precedence and facts.

    I challenge Winter Kabimba who indisputably is not only a failed junior lawyer characterized with his unresearched, emotional and infantile public hyperbole to institute a legal suit against President Chiluba.

    The right of speech and association is universal. This is why in America we see former Presidents endorsing Presidential candidates openly and news media carry screaming headlines. President Reagan and Bush Senior’s endorsement histories are on all the GOP stamps sincere their retirements. On the other hand, President Jimmy Carter and Bill Clinton are steadfastly on the DNC stamp. A former President has the right of speech and association. Endorsement is not an illegal act of the law excerpt on the mind of Matero University miss-schooled PF judicial activists.

    If FJT is immaterial, why the concern with calls of illegally infringing his universal rights? Truth be told that in Zambian political history, there has never been a better and charismatic magnetizing grassroot campaigner as FJT since 1979.

    I also challenge PF to get on their feet with peoplecentered issues and just counter the none violence crusade of President Chiluba instead of miscalculating their desperation with a strategy of turning into terrorism and arson against his life. Violence begets violence.FJT can never be curved by Sata’s terrorism strategy. This is the man that weathered UNIP institutional years with better and dangerous sledging hammers than these drugged and indoctrinated with sadistic mindset PF kaponyas.
