Nguni advises on NCC

National Constitutional Conference (NCC) Secretary General Newton Nguni has advised people who are aggrieved and criticizing the Commission to calm down.
Speaking to radio yatsani, Nguni said the draft constitution which contains all adopted clauses will be subjected to public scrutiny as soon as the current deliberations are through.
He was reacting to criticisms by some citizens who have condemned the commission fro rejecting the clause that would allow access to food and clean environment fro all Zambians.

  1. Zwa, you are a complete idiot. What do you mean when you say that people are criticising without the document having been made public? It seems you are one of those ignorant Zambians who do not bother following deliberations at the NCC. We have all seen the clauses they have rejected, and the constitution they are coming up with is no different from the current one, except for the degree and dual nationality clause. Are we saying we paid all these people just to change two clauses? Are we serious as a nation?

  2. Zwa!!! why are you so gittery about the clause in question? and what makes you think we are blank about the law?

Mungomba team were not stupid to include that clause in it. They are as intelligent and well conversant as you are. They researched and were convinced beyond doubt that there was need to incoperate it in the draft constitution. Not what you are saying, as if you are addressing villagers in Shangombo, because even villagers from Mgubundu would not buy your story, its too cheap.

Somebody is running away from responsibility. A job becomes interesting when it is spiced with huge challenges. No wonder people sleep in parliament because there are no challenges. They are accountable to no one.

  3. Okay, fair enough for all you guys who are fond of cricising the NCC as if you have access to all their deliberations. Can you tell us what the NCC are NOT DOING then? I’m sick and tired or arm-chair addicts of criticism who always rush to criticise NCC everytime they run out of someone to criticise. Let the guys do their job. There will be time for you to run to the media and voice your expertise in constitution-making, when they have made public the document they are currently working on. Some of you who criticise the NCC want to pretend that you love Zambia more than the NCC members. Ofcurse that is total rubbish. Every Zambian loves this country and the NCC are only trying to do the best they can. C’mon…! Give them space to finish their work! Don’t criticise everything before you even see what they have done. It is not fair!! Secondly, there are very few countries in the world that have provision of the basic needs of life as a basic human right entrenched in the national constitution. This is because it almost implies that the government should provide you with food and shelter, when actually these are your personal and private responsibilities. If you want the government to provide you with that, then also surrender your wife to the govt!!! FINITO! Now, seriously, Zambia has not reached a stage where you can guarantee those basic needs in its constitution, because of the obvious legal implications given the size of the economy. Time for that will come, but not this time. If in doubt go and read a few books and case-studies of law! NOTE: I’m NOT a lawyer, by the way. But once you have read a little bit, then may be you will criticise the NCC with a little bit of sense.

  5. I have a Mungomba draft constitution, I read it at the same time follow closely deliberations going on at Mulungushi by NCC.

I must say the document being made at Mulungushi falls short of our expectations as Zambians. Its a document that does not address issue that Zambians have been concerned with for the past 30 years or so. The changes made in the current document is to support the government in power.

Surely how can one fail to support a bill that talks about basic human rights in form of food, shelter and eductation and claims he is representing Zambians? Why did we kick away Welensky? was it not because of basic human rights? Why did we kick out KK was it not because of basic human rights? Why do people want to kick out MMD is it not because of basic human rights?

Nguni says adult education has been incoparated insteady, fine, very fine indeed to those living along the line of rail, in the village it does not make sense.

Leaders are simply running away from responsibilities of ensuring that every one has access to shelter, food and education. The reason is because we have leaders who are visionless, who dont like challenges, who like to sleep in parliament while issues are being debated. Too lazy to think positively, too good at hiting back at those who critise them, too much on the defensive side, no time to learn new ideas, they are so conditioned to routine work and tasks.

No, the NCC is a total failure. The guys are simply doing it for money, the stimulus is money, remove money and they will abandon the project and talk ill of the project.

  8. Some Zambians are good at critisizing before thinking. I read the Mungomba draft constitution and follow NCC debates. Of course, there are clauses which would say that the delegates messed up by rejecting them and vice versa. NCC outcome is being waited and will challenge govt that the final document must have all the good clauses such as 50+1 and degree for a presidential candidate, right to education, health, food, water and sanitation, etc. Will show MMD govt that this time around we mean business on this constitution. All those who are not at NCC, lets meet at constituency and argue unlike writing off NCC.
