Northwestern wants federal state

Delegates at the just-ended Provincial Constitution Convention in North Western Province have unanimously resolved to change the system of governance from a unitary to a federal state. And corruption strikes hardest at those who are poorest as they have to spend a higher share of a small income on bribes. Similarly, with small businesses, who get much more hurt than the big ones. So where such practices are not excused and not permitted, a citizen’s sense of fairness and justice is more secure.
