PF wants to use suspended Town Clerk to rig Livingstone poll – Muntanga

The United Party for National Development (UPND) has accused the Patriotic Front of planning to use the Livingstone Town Clerk to manipulate the outcome of 28th February by-election.

Local Government Minister Emerine Kabanshi on Thursday nullified the suspension of Town Clerk Vivian Chikoti by Livingstone city council councillors on allegations of incompetence, and instead suspended the councillors for their decision.

Kabanshi appointed a PF cadre  Alex Bwalya as administrator of the council.

But UPND Kalomo Member of Parliament Request Muntanga has told QFM News that the PF wants to use the Town Clerk who is the Returning officer in the elections to manipulate the vote.

Mr. Muntanga says the move to suspend the council is aimed at creating loopholes to rig the by-election.

He says even if the decision by the council to suspend the three officials could have been illegal, the Minister should have found a more appropriate way of handling the matter.

Mr Muntanga states that the local government Minister should have simply reinstated the three suspended council officials and put the matter of the councilors on the table for discussion.

He says the quick decision by the minister to suspend the council only shows that there is a hidden agenda behind the suspension of the UPND dominated council.

  12. The rigging is being done at the registration center in the showgrounds not in Livingstone. PF cadres are registering to vote in the Livingstone by election but are not part of that constituency. Check this for your selves. MMD has already discovered this scam by the PF. If not stopped then Andeleki will win the election in Livingstone.

Imwe Bantu why do you hate PF so much that you cannot see sense in what my sister Emelly Kabanshi did.Livingstone City councillors should have known by now that councils do not have powers to hire and fire officers in division 1,2 and 3 after the introduction of Local Government Service Commission.Councillors can just make recommendations to LGSC for further action. So abo bambuli should remain suspended for the next six months(Please Hon Minister add another 90 days after the expiry of the first 90 days).Livingstone city council has not been stable under leadership of Mayor Aggrey Njekwa.This Mayor, it appears is hot-headed.The same chap differed with the former Town clerk -Ms Nevras.WHY again now with Chikoti?
    As for the appointed Local Governmenment Administrator-Mr Alex Bwalya(PlGO southern Province is not a PF cadre but a dedicated civil servant(PLGO)who supports the govt of the day.Him and other former PLGOs Fewdays Yenga and Solomon Sakala have been very effective Local Govt Administrators for suspended councils before.
    Imwe tu ma councillors where have you ever seen kama school PTA or Kama school board suspending Teachers in a govt school?Councillors are part time in their fuctions and therefore operate like school PTAs or Boards.
    In the current administration of elections I do not know at which stage can a TC rig elections? It is impossible in the presence of election agents and observers in the election process .I rest my case.
