Former president Rupiah Banda has been summoned to appear before the police on monday March 18, 2013.
The former president will be questioned by officers from the regular police, Anti-Corription Commission, Drug Enforcement Commission and the secret police (OP).
Mr. Banda has been ordered to appear at the DEC headquarters at 10 hours.
The former president’s immunity from prosecution was stripped last friday after 80 MPs from the 158-member house voted for the motion. Four MPS who include finance minister Alexander Chikwanda abstained from voting.
Defence Minister Geoffrey Mwamba did not participate in the motion.
Information is emerging that the move to arrest Rupiah Banda is the panic by some factions within PF that a presidential bye-election is imminent owing to the fast failing health of president Michael Sata. According to reliable sources, Hakainde Hichilema will also be arrested in the next few days over some trumped up charges as well.

Quoram for parliament to sit & transact business including any motions introduced requires at least one third (1/3 )of total MPs and 2/3 of that number voting for a motion makes it pass. In the case of removing RB’s immunity parliament was almost a full house and walking out by almost all opposition MPs with only 10 remaining including Muntanga did not reduce the number to below threshhold for a quorum. Therefore, it was business as usual and 2/3 of 87 was required, out of which 80 voted in favour of lifting RB’s immunity. Come Monday the man starts to exculpate himself.
What I can say here is in the current constitution-making process no former President should go with immunity after leaving office as this person becomes a civilian. We give immunity because a President is our top Soldier on the land & should not be distracted by court cases. But may I ask when Kaunda was thrown into prison by Chiluba can we say immunity was lifted? Iam compiling a list of former Presidents who have had immunity lifted and have included KK.
