			<content:encoded><![CDATA[<p>A clergyman in Mansa district has urged churches in<br />
Zambia to desist from engaging into active politics but instead pray for<br />
the success of the government of the day.</p>
<p>Mansa Grace Ministries’ Reverend, Cruise Lumbama bemoaned the embarrassing<br />
situation some church members and leaders have found themselves into<br />
because of being involved in active politics.</p>
<p>Reverend Lumbama was speaking during the groundbreaking ceremony for a<br />
skills center to be built in Mansa by Grace Ministries at the total cost of<br />
K350 million.</p>
<p>In a clear reference to the Catholic Church, Rev. Lumbama noted that church leaders, who involve themselves in<br />
politics, are denting the image of the churches they represent and their<br />
flock.</p>
<p>He said the church has a duty to pray for the leadership of the government<br />
instead of unceasingly attacking government leaders and demonstrating<br />
against government.</p>
<p>He said government leaders were chosen by God through people and therefore<br />
should be respected, advised and prayed for when they go wrong rather than<br />
criticizing them.   </p>
<p>Rev. Lumbama said the church should work with the government of the day in<br />
promoting development in the nation.</p>
<p>He said the churches, which are active in politics, should redirect their<br />
energy from criticizing the government to putting more weight on<br />
developmental projects.</p>
<p>He said his church will not waste time to complain about government but<br />
shall supplement its effort to alleviate poverty in the nation.</p>
<p>“Our church will not waste time to complain about the government because<br />
the church is supposed to work with government to alleviate poverty,” he<br />
said.</p>
<p>Rev. Lumbama noted that the current government was committed to develop<br />
the nation but needed concerted efforts from other organizations such as<br />
the church inclusive.</p>
<p>He said his church was emulating what he described as ‘hard working<br />
government’ by putting up a K 350 million skills training center project.</p>
<p>The clergyman said the skills center will provide people with necessary<br />
skills which will enable them earn a living.</p>
<p>Rev. Lumbama said the project will help reduce poverty in Luapula<br />
Province, particularly Mansa as it will equip people with skills which will<br />
make them become employers.</p>
<p>And Luapula Province Permanent Secretary Jazzman Chikwakwa has commended<br />
Grace Ministries for the initiative of putting up a skills training centre.</p>
<p>Mr. Chikwakwa said government was impressed with Grace Ministries’<br />
initiative to complement its effort to alleviate unemployment and poverty.</p>
<p>He has since appealed to other churches in the country to emulate Grace<br />
Ministries.</p>

			<content:encoded><![CDATA[<p>ECZ Public Relations Manager Chris Akufuna has told QFM that the commission is still assessing whether the State owned Government Printers is in a position to meet the security concerns that calls for printing of ballot papers.<br />
In an interview with QFM today Mr Akufuna said that the commission is still waiting for the Government to address the security concerns at the Government Printers building that were raised during a consultative meeting of stakeholders before a decision can be made.<br />
And Mr Akufuna says the commission is and will remain an autonomous body.<br />
He said the commission is not mandated to take decisions from anyone.<br />
He adds despite the ECZ drawing it&#8217;s funding from the treasury, it has always demonstrated its independence.<br />
Earlier Works and Supply Minister Mike Mulongoti was quoted in the media saying that the 2011 election ballot papers will be printed in Zambia.<br />
Meanwhile Mr Akufuna has dismissed assertions by some opposition political parties that ECZ is giving priority to the Milanzi parliamentary by-election because it is a stronghold of the ruling MMD.<br />
He says the commission can only announce an election date of a by-election after being officially notified by the National Assembly through the Speaker.<br />
Mr Akufuna explains that the vacancy for the Milanzi seat was communicated to the ECZ earlier and while the vacancy for the Mufumbwe seat was only communicated to the commission when the date for the Milanzi by-election had already been announced.<br />
There have been calls for the ECZ to hold both the Milanzi and the Mufumbwe by-elections at the same date.<br />
The ECZ has set 29th April, 2010 as the date for the Milanzi parliamentary by-election.</p>

			<content:encoded><![CDATA[<p>A traditional leader in Mansa has threatened to<br />
chase manganese mining investors who are allegedly exploiting his subjects<br />
and not honouring their corporate social responsibilities in his chiefdom.</p>
<p>Chief Chisunka of the Ushi people in Mansa district of Luapula province<br />
advised all the companies conducting mining activities in his area to work<br />
with his subjects and ploughed back profits to the community.</p>
<p>The chief told ZANIS that the mining companies signed a Memorandum of<br />
Understanding (MoU) with the people in the area before commencing their<br />
activities but were now disregarding the agreement.</p>
<p>He noted that some companies are undermining his authority by going<br />
against what was agreed upon in the MoU.</p>
<p>The Chief Chusunka Royal Establishment has let out over 1,000 square<br />
kilometers of land to Tycoon, Amanita, Genesis and local small scale mining<br />
firms for manganese mining and explorations.</p>
<p>Chief Chisunka revealed that some mining firms have also resorted to<br />
conducting mining activities in the area without his consent.</p>
<p>The traditional ruler urged the companies to adhere to the MoU which<br />
compelled them to ensure timely maintenance of infrastructure such as roads<br />
and bridges.</p>
<p>He said road and bridge infrastructure in his area were however in a<br />
deplorable state because of lack of maintenance by the mining firms that<br />
use the facilities to transport the minerals.</p>
<p>He further said under the signed MoU, the companies agreed to contribute<br />
to the improvement of education and health delivery by putting up classroom<br />
blocks and health posts in the area.</p>
<p>The chief said apart from offering employment opportunities to his<br />
subjects, the mining companies should ensure putting up supportive<br />
activities for the people to benefit from the mineral deposits that are<br />
being exploited.</p>
<p>Meanwhile, Chief Chisunka has challenged government to look for reputable<br />
manganese mining firms to invest in his chiefdom.</p>
<p>He said his area has abundant manganese deposits which needed to be<br />
exploited by focused investors<br />

			<content:encoded><![CDATA[<p>Below is a copy of a letter of complaint to the Zambian minister of foreign Affairs bya former Locally Engaged staff  at the Embassy of Zambia in Washington, D.C. Dolores A.Barot:</p>

Dear Honorable Minister :</p>
<p>Please forgive me if this matter has reached you, but I have been disappointed and frustated because of a simple Accounting problem that cannot be solved within the Embassy of Zambia in Washington, DC.<br />
I was a former Locally Engaged staff  at the Embassy of Zambia in Washington, D.C. from January,  1998 to 31 October, 2009 (eleven (11) years, more or less, all those years with Accounts  Section) thus I present the foregoing:</p>
<p>On September 7, 2009, I submitted a  request for increase in my salary. (please see  attached<br />
 <br />
On September 9, 2009, I had a  meeting with First Secretary (Pol. &amp;; Admin.), Mr. Chembo Felix Mbula and First Secretary (Accts.), Mr. Frank Mbewe, regarding my Letter.<br />
 <br />
The following morning of  September 10, 2009, I was abruptly placed under indefinite  administrative leave for no specific/particular reason. (pls. see blood-stained letter dated 9-10-09, attached)<br />
 <br />
The Letter was blood-stained because  when First Secretary (Pol. &amp; Admin.), Mr. Chembo  Felix Mbula told me to surrender my Office key because<br />
he will escort me outside, he was in such haste that my  thumb was cut and bled that I was not even given  time and chance to ask for a band-aid to stop the bleeding. (This is harassment and hostility in the workplace)<br />
 <br />
While being escorted on my way out  of the Embassy premises Mr. Mbula was by my side and First  Secretary (Accts.), Mr. Frank Mbewe was on my back, as if I am a criminal or a thief caught in the act.</p>
<p>That was the  most terrifying and humiliating day of my life.<br />
 <br />
That experience caused me  physical and emotional stress that I was so scared to see the sight of the Embassy of the Republic of Zambia here in<br />
Washington,DC.<br />
 <br />
On 24 November 2009, I received a letter from HE Ambassador Inonge Mbikusita Lewanika  postmarked 23 November, 2009, (pls. see attached)  dated November 5, 2009, retroactively terminating my employment  effective 31 October, 2009.<br />
 <br />
I am still puzzled  whether the said Letter, was really signed and prepared on 5 November, 2009 because  I was still paid  my November<br />
&#8216;09 Salary which is now the subject of this problem.  (Please also note that I was abruptly placed under administraive  leave less than 24 hours after my meeting with Mr. Mbula and Mr.Mbewe. On the contrary, it took them  seventeen (17) days to post/mail the Termination Letter<br />
dated 5 November, 2009.)<br />
 <br />
Unlike previously terminated employees, whose final entitlement were paid right away, my final entitlement was paid on December 4, 2009 under Check  No. 5564 in the amount of $6,115.00. (Please note that in the<br />
attached computation, the November &#8216;09 Salary  ($1,325.00) was deducted and the Balance for Salary Advance  ($750.00) was also deducted.<br />
 <br />
Unluckily, the payment was understated so I informed the Embassy that I was underpaid.</p>
<p> <br />
Despite continuous follow-up about the balance of my entitlement  the Embassy kept on having a deaf ear.They only paid attention to my<br />
follow-up when they received my 4th e-mail which is self-explanatory. (pls. see  attached)<br />
 <br />
On February 1, 2010, the balance of my entitlement was paid under check No. 5723 in the amount of $1,155.00 (please see attached Computation and copy of check).<br />
 <br />
Unfortunately, the payment is again not correct, because the Nov. &#8216;09 Salary &#8211; ($1,325.00) and the Balance for Salary Advance ($750.00) were again deducted, although said amounts were previously deducted in<br />
Check No. 5564.<br />
 <br />
Please take note that from the beginning, there was a mistake.&#8221;The End Justifies the Means&#8221;, thus I kept on following them up about the<br />
balance.<br />
 <br />
Minister Counsellor Alfred Chioza, replied in his email dated 8 March 2010 that there was no double deduction made; all my dues have been<br />
paid and no other monies are due to me, thus I must put the matter to rest. (copy of email attached)<br />
 <br />
With due respect to Min. Chioza, but  he should know that in Accounting, the previous  Computations (Check No. 5564) cannot be<br />
disregarded because that was part  and the basis for the latest computation (Check No. 5723). He should have checked the breakdown why they came out with $6,115.00 in Check No. 5564.<br />
 <br />
Simple arithmetic and anlysis shows that:<br />
 <br />
In the computation for Check No. 5564,the Salary for Nov. &#8216;09 in the amount of $1,325.00) and the Balance of my Salary Advance ($750.00)<br />
were deducted. Netting $6,115.00 <br />
 <br />
In the computation for Check No. 5723,the same amounts for Nov. &#8216;09 Salary ($1,325.00) and the Balance of Salary Advance ($750.00) were again<br />
deducted Netting $1,155.00<br />
 <br />
Therefore, there were double deductions made.<br />
 <br />
Minister Counsellor Chioza is very clear that my entitlements in the amount of $9,345.00 is computed up to 31 October, 2009 (i.e.<br />
November &#8216;09 Salary excluded), yet he could not get why I only received $7,270.00.<br />
 <br />
I cannot accept his simple  accounting  analysis and explanation,  because that are Wrong.  His Accounting explanation is vague like the reason for placing me under indefinite administrative leave on September 10, 2009.<br />
 <br />
Accounting is not a matter of adding or deducting some accounts to balance the amount as was done in my case.  It involves analysis.<br />
 <br />
Why is Min. Counsellor  Alfred Chioza stressing to disregard the previous computation for Check No. 5564, is it because he is afraid that their mistake will be uncovered and too proud not to accept that they made a mistake? <br />
 <br />
Why don&#8217;t he get the Computations for Check No. 5564 and Check No. 5723 and put these two side by side?<br />
 <br />
I had been in the Accounting field for around forty (40) years and I<br />
am certain that there is still other monies that is due to me.  I am definite that the officials concerned do not know Accounting yet, they are too proud not to accept their mistake.  <br />
 <br />
I would like to add that in my eleven (11) years with the Embassy of Zambia, Locally engaged staff were at least given a warning before they were punished. I was punished for no specific reason nor had any<br />
warning before. I had been treated improperly and unfairly.</p>
<p>In  my Condition of  Service, nothing was stipulated about punishment of indefinite Administrative Leave. That is abuse of authority.<br />
 <br />
What was done to me  ( abruptly placing me under indefinite  administrative leave without any particular/specific reason nor previous warning and kicking me out of the Embassy premises like a criminal or a thief caught in the act; keeping on delaying and purposely not paying my Final Entitlement) is cruelty and  not within the scope of their  diplomatic functions, thus diplomatic immunity cannot be an<br />
excuse for their actions. This is an official matter, yet the officials concerned are  taking this matter personally against me.<br />
 <br />
I had been discriminated; inconvenienced and unfairly treated and it is very obvious up to my last entitlement. <br />
 <br />
On December 2, 2009,  I had requested HE Ambassador Inonge Mbikusita Lewanika for copy of the  the particular circumstances surrounding my actions as charged and the result of the review which was the<br />
basis  for finally terminating my employment, but  they are still &#8220;mum&#8221; on these up to this writing.<br />
 <br />
I apologize for sounding this way, but I had been devastated and already suffered  long enough.  This is America and with the emotional and<br />
financial stress that the Embassy put me through, it  is just logical to ask for your help and fight for my right.<br />
 <br />
Thank you for your precious time. You are my only hope and the  the person of my last resort. I had exerted all my efforts to resolve this problem with the Officials in Washington, DC but nobody in the<br />
Zambia Embassy in Washington, DC seem to understand my point . You  are my only hope who can resolve this problem, thus your help is sought.<br />

			<content:encoded><![CDATA[<p>The CITES Secretariat has recommended that Tanzania’s elephant and ivory proposal be rejected, citing concerns about poaching and enforcement.<br />
Tanzania was pushing to weaken international protection for African elephants and promote trade in nearly 90 tonnes of ivory.<br />
However, in an evaluation of the Panel of Experts reports, the Secretariat recommended supporting the Zambian ivory trade proposal, and the downlisting of elephants to Appendix II.<br />
These developments took place at the 15th Conference of the Parties (CoP) of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) which is taking place until March 25 at the Sheraton Doha.<br />
Tanzania and Zambia have submitted proposals seeking permission for a one-off sale of a total of 112 tonnes of ivory, hoping to open the door for future ivory trade by “down-listing” their elephant populations, which would mean that these elephants will lose the highest levels of protection.<br />
The Appendix II of CITES includes species that are not threatened with extinction but may become threatened by international trade without strict monitoring and control.<br />
The CITES Secretariat expressed concern about enforcement and compliance in Tanzania while rejecting the proposal.<br />
“Anti-poaching efforts in some parts of the country (Tanzania) seem inadequate, the ivory stocks cannot be fully verified, and controls of illegal trade in raw ivory originating from or transiting through Tanzania appear to be unsatisfactory,” the Secretariat said.<br />
“Parties need to apply their own rigorous evaluations of the Panel of Experts reports as neither proposal meets the biological criteria for downlisting,” International Fund for Animal Welfare (IFAW) Southern Africa director Jason Bell-Leask said.<br />
Both populations have suffered significant declines over the past three decades and there is evidence to suggest that these populations are still recovering from intensive poaching in the 1980’s, he observed.<br />
At the last CITES conference in 2007, a nine-year moratorium on any further trade in ivory was agreed upon.<br />
Shelley Waterland, programmes manager of the Born Free Foundation and chairwoman of the Species Survival Network’s Elephant Working Group, stated yesterday:  “Institutional corruption, the loss of more than 30,000 elephants in just three years, inadequate security measures, and the impact that ivory trade would have on the security of elephants across the continent all justify rejection of the Tanzania proposal.”<br />

			<content:encoded><![CDATA[<p>FORMER freedom fighter, Jackson Ngoma has insisted that he shared a prison cell with Patriotic Front (PF) leader Michael Sata when he was incarcerated at Bwana Mkubwa and Mukobeko maximum prisons in the 1960s. </p>
<p>Mr Ngoma maintained that it was him who shared a prison cell with Mr Sata and not his older brother as purported by the PF president.</p>
<p>Mr Sata recently featured on the ‘Political Hour’ programme on Radio Breeze FM in Chipata and denied ever sharing a prison cell with Mr Ngoma. </p>
<p>However, Mr Sata admitted sharing a prison cell with Mr Ngoma’s older brother who he identified as Paterson Ngoma. </p>
<p>He said he was incarcerated for his involvement in the struggle for political liberation and not for a criminal offence. </p>
<p>But in an interview in Chipata yesterday, Mr Ngoma insisted that it was him who had shared a cell with Mr Sata at Bwana Mkubwa Prison in Ndola and Mukobeko in Kabwe in the early 1960s. </p>
<p>He displayed a certificate of his release from Bwana Mkubwa Prison and admitted that he had a brother by the name of Paterson Ngoma, who died some years back.<br />
He, however, insisted that it was him who was once imprisoned together with Mr Sata. </p>
<p>Mr Ngoma, who once served as Mambwe District governor during the UNIP regime, has also threatened to file a court injunction against Mr Sata the moment the PF leader files his nomination to contest next year’s presidential polls.</p>
<p>He said Mr Sata’s past record could not allow him to contest the Republican presidency.</p>
<p>“I have enough evidence to prove that I shared a prison cell with Mr Sata and that he was incarcerated for a criminal offence and not as a freedom fighter as purported by him on Radio Breeze,” he said. </p>
<p>He dared Mr Sata to sue him if it was not true that they had shared the same prison cell.</p>
<p>Mr Ngoma also challenged the Zambia Prison Service to check their records and tell the nation the offence Mr Sata committed when he was fired from the Zambia police force.<br />
