Sata creates new position for Simon Miti, as JCTR regrets acquittal of Kapoko

A few days after a fast track acquittal of PF financier Henry Kapoko, president Michael Sata has rewarded Dr. Simon Miti by creating a completely new position of PS in government where he has appointed him PS in charge of parliamentary business.

In Novermber last year, president Sata attempted to appoint Dr. Miti as ambassador to Switzerland but the appointment drew public outcry and was revoked.

Prior to appointment as ambassador, Dr. Miti had been on forced leave since 2009 following investigations into the K27 billion corruption scam which occurred at the ministry of Health during his tenure as PS.

Soon after being put on leave, Dr. Miti wrote to then president Rupiah Banda explaining himself over the investigations on public funds embezzlement.

The opposition leader president Michael Sata protest over Rupiah’s attempt to merely transfer him to another ministry.

Dr. Miti is the one who was tasked under the Mwanawasa administration to evacuate Sata to South Africa when he his lungs were blocked due to chain smoking which he quit from hospital.

Meanwhile, the Jesuit Center for Theological Reflection (JCTR) says the acquittal of former Ministry of Health Human Resources Manager Henry Kapoko raises questions.

JCTR Director Father Leonard Chiti has said that he shares the displeasure shown by the British government on the court’s decision. Father Chiti says the move will paint a bad picture on the country to the International community which has been committing huge sums of money to the country’s health sector. He says the International community was hoping that Zambia would secure convictions for those who misapplied public funds.
The JCTR Director has since expressed hope that the Anti-Corruption Commission which is yet to appeal the Magistrate Court’s decision will do so. The Lusaka Magistrates court last week acquitted Mr. Kapoko of seven charges of theft by public servant amounting to K374 million.
This was the second acquittal after he was recently acquitted of stealing over K7 billion from the Ministry of Health where he worked as human resources manager.

The British High Commission has already communicated its displeasure and surprise at the acquittal of Kapoko.

    Miti, Chibbonta, Kabimba and Chenda all worked with CNP in the Local government. There is absolutely no merit in any of their appointments.

    Jealousy is rife in this country. This is why we shall forever remain poor. Whenever a Zambian is succeful, its corruption! But if it is a muzungu, they are clever! What a bunch of villagers we are! Miti was cleared by ACC. WHAT NOW? He is corrupt because he does not spend money on booze?

    Dear Country-men and women. It is interesting to note that there is a lot of animosity towards the appointment of Dr. Miti as Permanent Secretary. The reason for this is not because Dr. Miti has been found with a case to answer. The whole reason for this is the incompetence of the Anti-corruption Commission which broadcasts people being investigated before establishing a prima-facie case against the accused. This creates a public perception that a person is corrupt even before facts are established. Dr. Simon Miti has been in forced leave for close to four years over allegations that he was involved in the Kapoko saga.

    For the past three years, the Anti-corruption Commission have investigated every ounce of Dr. Miti’s life and found that he was in no way involved in corrupt activities at the Ministry of Health. If our investigative wings find someone blameless and censure-less, why do we as citizens continue to refer to the accused as though they have been found guilty? If the public, without any evidence can convict someone, then we do not need the Police, the DEC or the ACC.

    I implore on all of us to respect the institutions we have established for ourselves. My humble view is that the ACC must be cleaned up. People at the ACC must be trained and qualified to carry out investigations quietly until they establish facts before going to the Press. I empathise with Mr. Wynter Kabimba… The ACC publicised the whole issue of corrupt practices by the Minister of justice. Like Dr. Miti, Mr. Kabimba has been ridiculed in the minds of the Zambians… Many of our country-men still believe in the adage that “there is no smoke without fire”… I hasten to add that sometimes, there is just smoke and no fire!!! The investigative wings, the media and the rest must not be allowed to publicise certain statements which are likely to injure the reputation of innocent people. Every person has a right to be presumed innocent until proven otherwise by the courts of law. The media should not be an accuser, the judge and the jury. The ACC must be professional in its conduct and reprimand media houses when such media houses broadcast allegations without due process of the law. THANK YOU.

    Thank God that Dr. Miti is back. I am happy for him and his family.God i thank you that you have crowned this man with honor, you have prepared a table for him in the presence of enemies. What God has ordained no man can change it, Favour to favour Amen.Opinions will always be opinions, this man is a good soul and i praise God that he has remembered him. I pray that God Almighy pay him back all the days, months and years that the enemy stole from him. May the goodness of God follow u Dr. Miti all the days of your life.

    This is a sad development indeed on the part of our judiciary. The fight against corruption is a mockery as it is only on paper. The majority of the people appointed in government are questionable. What do you expect to get from a corrupt justice minister?

    Lets be real, those of us who love Zambia. We cannot continue on this profitless path / self destructive path. President Sata and Mr. Kabimba need to be reminded that when people voted RB and MMD out of office, Zambians were voting for change and hope. The levels of corruptions and poverty are still too high for attaining meaningful development. Miti, Kapoko, RB, Banda Sons, Laito, The Generals,Nevers Mumba, Dora etc all these thieves belong in jail.

    We keep going in aimless cycles. We all know about ultra-corruption at Minstry of Lands,Immigration,Customs,UTH,Police, Ministry of Health, Passport Office ,CEEC, Ministry of Foreign Affiars, Chinese mines etc. President Sata we had hope in you have you, should we give up and start looking for another hope???

    We appreciate that, under the Mwanawasa regime, Dr. Miti was at the helm of the Ministry of Health that saved Sata’s life by organising his evacuation to South Africa for critical treatment on his ailing heart condition. But the President is being too extravagant in the use of national financial resources through the creation of non-cost saving govt positions. The principal advisors at the Presidency should have recommended to assign Dr. Miti for a Diplomatic post overseas.

When I was a child my mother would call me “Semeki,who told you to steal sugar from the sugar ball?”, I would respond by saying it is not me even when the sugar ball is empty, but my mother would hold me by my chicks and say what is all this around your mouth, I would reply with a soft lying tongue that it is just little sugar I found as droppings on the dinning table which I was lapping from.I will only say sorry when I receive a big and painful slap.

    This is the scenario we have in Zambia too.

    Please Please my dear brothers and sisters. Let us construct proper sentences and although typos are inevitable, let us minimise them as much as we can. There are very many valuable opinions but they get lost in translation because of the bad grammer and phrasing. We are quick to blame our leaders for all their wrongs but if we can’t even communicate effectively or rather put forth our opinions clearly and consisely, i shudder to think what sort of leaders we ourselves will become! Zambia is then surely doomed!

    Even the story itself is not properly written! makes me wonder if it was written by a real journalist. An outsider reading this article (a level minded one a least) might even refuse to give it credibility!

    Do not get me wrong, I am not a snob and I realise that not all of us had ‘grammer’ training in school but please, as far as is possible people, try to constrcut proper sentences!!

    P.S. I am ANTI PATRIOTIC FRONT…..before you accuse me of being happy about this Miti chap’s appointment.

    Is this the miti together with maureen mwanawasa did not stole the money donated for the funeral of Levy? And deposited in Finance bank (mathani)? Is this the man who together with maureen who could not account for the money released from the zambian government to buy a machine to sustain the late here at home but it was not delivered due to his death? Why should these cases be swept under the carpet just because they helped fund pf. Maureen mwanawasa and mathani have to account for all the monies received during the funeral together with miti becuase the Egyptian government did pay for all funeral related expenses.       Are your accusations fact or mere rhetoric? I would like to think if the courts clear someone, then they are innocent beyond reasonable doubt. Do you have some evidence the court does not have? please tell us because from what i know, Dr. Miti was cleared by the courts of law including the ACC.Link below!!!!

Sata as mmd national secretary in company of late Golden Mandandi and Peter Manchungwa carried 2 Billion kwacha in bags to the convention in Kabwe to corrupt the delegates thats when mmd inherited the tag ‘most corrupt party’. Look at the appointments of first Xavies Chungu, Emmanuel Mwamba, Simon Miti and the protection of his corrupt justice minister and the acquittal of criminal Kapoko. Michael for u.

    ACC needs to get clearance from HE before appealing these acquitals. I am sure Kapoko will be promoted and I hear his co-accused Uncle on the K300 million case was appointed as a diplomat somewhere in Europe and is already out of this country. The gentleman used to live in Kafue. Tough life this corruption fight?

    I remember just about three years ago when former ministry of health PS Dr. Miti was in the same position as kabimba. Is power so sweet that kabimba and sata have forgotten how vocal they were about suspending miti to pave way for investigations? They even revolked the poor guys appointment with a corruption excuse but just this week, miti has been categorically cleared by the ACC. Now that the probe is on kabimba, suddenly the rules have changed. Miti wrote to the then president to declare his innocence. Sata was in the post the next day saying miti was out of line to write to rupiah and should just let the acc do their job. Now he wants to be informed whenever there is cause for investigation? Come on zambia!! Should we allow such insulting of our intelligence? Are we really that daft? I beg to differ. I believe we are better than this. President Sata, u are wrong about this. And if you meant anything you promised zambians during your campaigns, you will correct this. Anything less than that will certainly cost you your respect. Don’t make us regret putting u in state the article on the link below!! the man has been cleared and appointed!!!!
