Masebo claims foreign planes entering Zambian airspace without being detected

In what may turn out to be a serious national security scandal and breach for the Zambian Defence and Security wings, Tourism and Arts Minister Sylvia Masebo today revealed that unauthorised foreign aircrafts have been violating the Zambian air space by entering and leaving the country without being detected and smuggle animals, among others.

The minister has told journalists in Lusaka today that government has information that the Zambian air space was being violated and some animals were being airlifted using aircrafts that land in the country illegally using airstrips around the country.

The air security breach also raises questions on what other Zambian goods such as minerals are being smuggled through the various air-strips around the country.

Ms. Masebo has added that following the dismissal of top management officials at ZAWA, government has received numerous complaints from the public countrywide on the alleged corruption by the ZAWA officials.

 She notes that a lot of wrong has been done in the management of wildlife resulting in serious revenue losses for the country.

If Masebo’s claims are correct, it raises great security concern for Zambian security wings on how foreign owned aircrafts would enter the Zambian air-space without notice or detection. The alarming statement and revelations by the Zambian minister technically means anybody can easily bring arms in the country through the national parks without the Zambian security wings, Civil Aviation, and Zambia Airforce (ZAF) knowing.

Masebo said a joint team of investigators has started gathering documents at Zambia Wildlife Authority (ZAWA) headquarters needed to commence investigations into alleged corrupt activities in the issuance of safari hunting concessions.

Ms. Masebo says government has learnt that a lot of plunder has been done to the country’s natural resources at the expense of the Zambian people.

    Are you acting out of concern because Zambia is hosting the 2013 United Nations World Tourism Organisation (UNWTO) General Assembly? My question to you is are you innocent of the charges that you and Guy Scott were accused of being involved in Hunting Consessions? What are you doing about animal conservation and protecting endangerd species? Are you going to ban Trophy Hunting in Zambia because there are better ways tourist can bring money to the country to add to the economy rather than killing them or having them stolen. If we have no animals, tourists will end up in Kenya, South Africa, Rwanda, Tanzania and other countries where they do not support such cruel sports.

    About thr General assembly, what have you done so far to enable Zambia’s the success it needs to be put on the map as this is an opportunity. What about Sustainable tourism? Do you know what it is are are you encouraging it? It seems everyone is so busy fighting and trying to discredit each other instead of working as a team. Focus on infrastructure such as roads, airports, railway, sustainable electricity, building hotels in Livingston etc… I also think that Kabimba should not meddle in people’s busines who know what they are doing and he needs to leave Mr. Given Lubinda do his job. Edgar Lungu needs to be dismissed as he does not contribute to the country nor the economy. As for Mr. Sata and (GBM)Geoffrey Mwamba … I really have no comment.   5. Hon Masebo is right for once. Kruger National Park is full of animals smuggled mostly from countries with porous security preparedness like Zambia. South African do not just smuggle animals from neighbouring countries to beef up their highly poached national parks, but they smuggle such things as timber from Zambia under the noses of our armed forces who sort of admire them for devastating our GOD given natural resources. Who does not know that there is more poaching in the South African game parks than here in Zambia? South Africa also smuggles the fame of the Victoria Falls by advertising that its in their country!

Rob Weaver I am to a certain extent delighted by this…but there are professional hunters who use the licences exactly as permitted..the question that I ask and have asked ..why have they not closed the hunting areas that surround the parks..poachers have been chasing the elephants out of the parks and shooting or snaring them in this area…this area is not protected by game wardens ..also the community of Zambia have a loose licence to kill the elephants if the are a problem in the housing area..and may use the body parts to sell as expenses …the professional hunters that I met in Lusaka reported poaching to the Government and these reports have been ignored…the responsible dept for this has closed and no action is been taken…the Chinese are living in Lusaka and they are the middlemen and they will continue to pay the poor poachers very little for the elephants..the poached elephants ivory is being shipped out of Dares Salam. …this is a bloody disgrace and do not believe that this is designed to save the elephants. Zambia is corrupt and the Chinese have taken the country over…see how they control copper mining..see how the control cotton growing thanks to them Zambia is bankrupt and no longer the country that it used to be…fish in the Zambezi are being exterminated…woods are being chopped down for charcoal… The country is not able to service the poverty and the community are not employed…IT IS A SHAME….and there will soon be no elephants in Zambia as there aren’t white rhino….I know that they are building a run way in the Luangwa South Park to supposedly be used to control poaching in the rainy season..no doubt it will be used by these illegal aircraft to expedite the poached Ivory… after all this is Africa and Zambia has no security resources what-so-ever…

Instead of asking for aid, tighten securty in this nation and all will be set. You people in the security wings must use your brains to adress your shortcomings and not just drinking beer and coffee. What she is doing is very dangerous to the security of the country. She is actually telling the world that Zambia is a porous country where anyone can sneak into and go out at will. How possible is it that a foreign plane can fly over our airspace withou ZAF and National airports clearing that plane. The president should immediately fire Masebo otherwise she will bring him down. She must be arrested and charged for publishing falsehood. We cant afford to have a minister with a porous mouth like Masebo. Shame on her.

Where you see a fresh tree branch in the park, just know its the tunnel entrance and covered to look like just a branch fallen off a tree. What is the purpose of the joint investigation team if the fellows are already fired?   33. Well Hon. Masebo:

    I thought that is why a country had an air force – precisely to stop these types of things from happening. Maybe you should direct your complaint to the Zambia Air Force through the Ministry of Defense and subsequent to that appeal for the Government (through Cabinet) to increase spending on ZAF to better equip it to discharge it’s duty to protect Zambia’s air space.

    But, I doubt you will get very far:

    1. You have a Minister of Defense that appears more intent on doing business and saving his skin in PF than in defending the country’s territorial integrity.

    2. You have a President that does not believe in Cabinet meetings.

    Since equipping ZAF to deal with this problem could take some time, why don’t you go to the root of the problem as a short term measure. A lot of wildlife is killed for sale in China because it is seen as a sign of virility by men in that part of the world. This for me calls for a two-pronged strategy of:

    A. Raising the issue very strongly with the Chinese government.

    B. Better screening of all Chinese nationals resident in Zambia some of whom may be involved in these smuggling rings.

    Let’s be a little more constructive and less political about things Madame Minister. I used to respect you as one of the more level headed members of the PF regime. But, you are fast drifting into the lunatic ways of your leader.

    I think playing this type of thing up through the media is precisely the wrong way to go about matters. You are only alerting enemies of Zambia’s wildlife that you are on their trail and they will soon find other ways to smuggle animal trophies out of the country.

    The one million dollar question that those incharge of Air Defence must answer is why didn’t our men in uniforms notice this?   41. Drama at its peak. If the PF Govt was operating normally, guided by regular Cabinet Meetings, the matters raised by Masebo could have been tabled at the Cabinet level. Masebo’s pronouncements are assumed to have been based on data supplied by Govt Officers in the field. How could such serious secirity breaches escape the attention of personnel at the Office of the President? May be Masebo is plotting to take over the Ministry of Foreign Affairs.

    Masebo has deliberately gone public to join forces with her boy-friend Kabimba to attack GBM and, to some extent, throw missiles Lubinda’s Ministry of Foreign Affairs and Edgar Lungu’s Immigration Dept. Kabimba’s and Masebo’s project extends beyond the functions of the Civil Servants, ZAF and ZAWA. The divisive crack is growing wider in PF system.
