Zambian dictator Michael Sata has committed another impeachable offence by appointing a Deputy Minister to act in place of a full cabinet minister position.
Mr. Sata has appointed Deputy Foreign Affairs minister Dr. Effron Lungu to act in place of Foreign Affairs Minister Given Lubinda who is reported to be on leave.
According to Cabinet handbook, a deputy minister can not act in place of a cabinet minister as that constitutes a serious constitutional breach.
Whenever a full cabinet minister is on leave or out of the country, another full cabinet minister is appointed from any ministry to act in his place, but in his usual chaotic manner, Sata has completely disregarded this constitutional requirement by appointing a deputy minister to act in place of a cabinet minister.
Yesterday, Sata’s ‘voice mail’ George Chellah said the Foreign Affairs Minister Given Lubinda would not attend next week’s 20th Ordinary Session of the Assembly of the African Union (AU) in Addis Ababa, Ethiopia, because he had taken his annual leave.
In a statement made available to ZANIS, Chellah revealed that Mr. Lubinda has been on leave since December 21, 2012, and added that another Minister has already taken his position as Acting Foreign Affairs Minister.
Mr. Chellah however said Mr. Lubinda was still facing serious charges against the party, which would only be resolved at the forth coming Central Committee meeting.
