Able to pay 80 ministers, fund bye-elections but govt fails to finish Mansa clinic

The PF government has failed to complete the construction of the eye clinic ward at Mansa General Hospital and has appealed to the business community to assists in completing the project whose works had stalled since 1975.

Yet the the PF regime is employing more ministers who are each paid hefty salaries, entilted to two luxury vehicles each, fuel and entertainment allowances.

Luapula provincial minister Brigadier General Kapaya made the appeal at Mansa General Hospital during a meeting with Mansa Lions Club members and some business people at the hospital grounds.

He said Luapula province was leading in eye problem cases, noting that there was no ward for eye patients as the small space available was overcrowded. This is inspite of the costly bye elections that ailing dictator Michael Sata has embarked on in his appetite to increase the number of parliamentary seats for the PF. The Catholic church and other key stakeholders have condemned the bye elections and have called on voters to reject the MPs who accept offers from the PF.

Gen Kapaya said the business community in Mansa could make a difference in completing the two structures at the hospital which will require cement, building sand, roofing sheets, door frames, window frames, floor tiles among other items.

He said government cannot do everything alone but from the 56 identified business people in Mansa and other towns in the province, the task could be accomplished in a short time because every person was a potential eye clinic client at some point.

Even ministers have a social responsibility and if all were to forego a months salary, as allowances are enough to sustain them, the Mansa General Hospital Eye Clinic project would be completed. As a business person who listened to the appeal I did not take it seriously considering that the one who made the appeal is enjoying my taxes

  14. Kambwili did not miss the point regarding budget for by-elections. He was speaking from a position of ignoruma punctuated by lack of isukulu. Unless PF are GOD to have known the number of by-elections on the horizon, my guess is PF are thieves, busy looting tax payer’s monies from the treasury through senseless and stupid by-elections. A sensible government would have refused to adopt greedy Namulambe,greedy Taima, greedy Masumba, greedy ngoma, greedy all MP’s causing by-elections. But look at them. They deny it, obviously for the benefit of their illiterate and impoverished voters, that they don’t have a hand in the stupid and senseless by-elections which are draining resources meant for health and social sectors. Woe to PF! GOD is watching you.

Calling for the corporate partners to fullfill on of their obligation of social suppot to the area they operate in is very much okey, but having 80 ministers is sign of abuse of office which Sata led administration should be assured to be seen visiting the courts after they are out of power. each minister zambia can save the following:-
    1. two vehicles at K350,000 each = KR700,000
    2. Salaries at 16,790/ month = KR201,480
    3. Fuel at K7.20*70*30days*12months = KR181,440
    4. Entertainment Allowance K1000*4weekends*12months = KR48,000
    5. Two Drivers salaries K2,160*2*12 = KR51,840
    6. Other travelling on duties allowances Annual Estimates =KR125,000
    TOTAL KR1,307,760
    Assuming that government was to have only 15 C/ministers and 20 D/Ministers it means that The total ministers will be 35 from 80 current ministers we could served KR58,849,000.00 or ZMK58,849,000,000.00 old currency OF THE 45 un wanted minister, which is due to Political appesements being done by PF administration, which can be avoided should the PF ruled this country according to 10 commandmnts. Please God have mercy on Zambia which is declared in your name to transform the hearts of self centered, injustices and partialities of our leaders to realise our reasons why you have given us these jobs,positions of governance and the earthily life of existence!!

      Bob Sichinga can’t tell Sata to halt the senseless and stupid by-elections so that resources can be channelled to agriculture in view of the looming hunger.

      The landing bay on the Botswana side of Kazungula is all in concrete, clean and desirable to land on. On the Zambian side, the landing bay is all filthy dirt, obnoxious, nauseating and colonial like, yet a concrete pad would only cost about KR1,000,000.

    Its clear that this project is no longer Government priority. The new priorities of the new PF Government are: bye elections, dining with the Chinese, sharing the EURO Bond money sharing road construction money. The Government has even neglected Zambian missions abroad.

  31. No government will deliver to people’s expectations as long as our constitution remains what it is. Reduction in presidential powers, running mate clause and 50 + 1 are ways to go. I can’t blame PF but the constitution because that is where they are drawing their authority. We need rise up and fight the fight of of our lives for us to have a constitution that makes our leaders much more accountable than they are today. We saw this sort of thing even in MMD. Even UPND will do the same. No one will will do us a service as all of them would want more power. It has to be all Zambians standing up and fight for good causes in our constitution.

There is no upright government that can budget for unnecessary bye elections not even the government for late Amin. In this regard the PF government should now consider development rather than PF induced bye elections. The figure given for the people who have been employed is very low compared to the figure they informed people during the campaign period. I would not be surprised to learn that majority of the employees are employed by china man and take small amount back home
